The Semantic Web is a new evolution of the Web that enriches content with metadata about its meaning and structure. This makes it possible to search and browse the Web like a database and enables software and Web sites to makes sense of data for you.
Currently, most web pages are words and pictures that can't be understood by computers very well. So if you write about "Bill Gates' garden", people searching for "garden gates" will see your page.
With the semantic web, you could indicate that "Bill Gates" is a person and that he has some land that he uses as a garden. Eventually, search engines will get clever enough for you to ask "does Bill Gates have a garden?" and not see any pages about garden gates.
